I went to the Home Improvement show at the convention center and there were at least 12 stands of window companies. I think this is a new trend in Florida. Here are some of what I learned.

1.Is the glass insulated or laminated insulating -on the edge , middle-

2. what is the strength

3. vinyl or aluminum casing

4. is the company you are using the manufacturer or a distributor

5. what is the impact resistance factor

6.is there a warrantee even during a hurricane

7.no shutters should be necessary

8.is the company you are dealing with an accredited organization

9.how much noise reduction

10.should have 99% reduction of fading

11. changing might reduce your home insurance

12. are they high-performance Low-E

13.there are many tints to the glass and custom colors to framing

14.argon gas?

15. privacy glass

16.easy finger tip operation?

18. optional third piece of glass?

19.corrosion resistant hardware

20. resistant to scratching

and lots more …it is a complicated decision!

 

 

Thought These Numbers Might Be Helpful

As usual Jim & I attended the Mayors Southend Meeting  & am bringing info gathered  back to you,  there are several new staff members at WPB  City Hall so wanted to pass along there phone numbers as well as others should you need them & their news:

1. If you have a street light that is burned out or damaged,  phone Peter Bieniek (Director of Public Works) @(561) 494-1099.It helps if you can get any numbers off the pole, as some of our lights are repaired by the City & some by FPL. Park lights call Parks Dept.

2. There are  some new Code Enforcement Officers &  New Zone Breakouts (with Some Overlapping):

3. With the Police Dept. Sectors: Prospect Park & El Cid are both in  Sector 23 with some overlapping.  The Police ask that you please Lock, Alarm & take your valuables Out of your vehicles. Also , The Police Dept.  is  sending a request out for many needed volunteers for the Feb. 4.  ‘Farm Share’ @ 10am to 1pm, for  the 2nd annual Food Distribution which will be at Gaines Park (1501 No. Australian Ave.) , contact Elizabeth Diebel at    EDiebel@wpb.org  , to volunteer for this event. Also I have  now received several reports from residents that the assumed window washing man (who they say has only  a bucket & rag) has gone to several doors in El Cid & Prospect Park,  asking to walk around their homes to do their windows, atleast  one resident phoned  the Police on this mans behavior at their door, remember to be aware & keep your doors locked & remember you do not need to open your door, &  the non emergency Police  phone number is 822-1900 & of course use 911 for any & all EMERGENCIES ONLY.

4. Rick Greene , Director of Development Services (561, 822-1455) reported that there are now 75 city wide sober houses in WPB,   &  in that number  there are 42 sober houses south of Okeechobee Rd., these are the ones the City knows about & are registered.

6. If you should have a problem (such as a water main break etc.)  with City Public Utilities, phone Poonam Kalkat, Director @(561) 822–2284, &  CALL the EMERGENCY Line if it is after 4pm @ (561) 822-2210.

7. it was reported by  Kevin Volbrecht, the new Director of  Engineering Services phone @ (561) 494-1091 that hopefully the 1301 So.  Dixie Hwy., Woodlawn Cemetery Fence will be completed by the first week of March.
It was also  reported by the new Director of Engineering Services,  that there will be more discussion on whether benches can be placed on the El Cid Dock.
It was also  reported by the new Director of Engineering Services,  that it will be one to two years before the Gateway on Belvedere Rd. between Dixie & Olive will be landscaped.

FYI

20170131_100854aThe tall building to our south has just added 12 more cell towers to their roof. Can’t remember of they did have them before and these are new replacements. Some are pointing in our direction.

The power went out in the building once again for a minute or two. It was Saturday morning Jan 28th at 8:45 am. I am going to keep track as this is now a regular occurrence. This is not good for the building’s electrical system or ours. No notification from FPL  as one of our board members said always happens when we have a power outage.

Also if you need a handyman I just used one and he seems to be very helpful. His name is Sammy Johnson 561 351 2090. He was not recommended by anyone so you are on your own here.

 

Further Information On the New Window Project

First introduced at the manager’s meeting and then mentioned in the last board meeting…I did some research.

I have original doors and windows and have original hurricane shutters. They are both in very good shape  and I live on the ninth floor.

I asked two different real estate agents about the value to my apartment if I changed my windows and doors would it bring extra value to my apartment. Both agents said changing Kitchen and / or bathrooms would add value but not windows and doors. One agent said since I live in a high floor this would not be a real problem during a hurricane.

So I will not change my windows and doors. But 20 people in the building have expressed interest into this project.

The Renew Pace document which was given out I also read thoroughly. The main problem I have with their offer is the interest rate is 6.75% for 5 years . I looked up in Bankrate.com and if I took a home equity loan  for 5 years it would be about 3.74%.

Note: If you decide to go ahead and with the suggested company All American Windows I did find some bad reviews about this specific company on the web. I am waiting for a phone call from a building that used this company 2 years ago for their recommendation.

However, there are many condos in the building that have already changed their windows. Why not contact these companies first instead of a company no one has used before. Also we were not told what kind of glass is being offered at this price and there are many various types.

I also wonder where this project came from and why now?

(Please forgive me for missing info as it is now very hard to hear in the new card room and the microphone is old)

All Board Members were present and the new board member Lucia Bonavita joined for the first time.

PK made an announcement that the November meeting minutes were not ready and also the December meetings minutes. (you can view both on this blog)

PK introduced herself and made a speech about her thoughts for her new presidency and how she would like to run things.

She announced that there will be basically only two committees: decoration and orientation.

GD- Treasury Report

We are $80,000 over last year but that includes the repair of the pool and card room that came out of operating moneys.

There are no delinquent accounts

From the audience, a question was asked by PR about the budget. He mentioned that there was a line item of a raise to the doorman and he had asked a few of the doorman and they had not been given raises. GD and Frank answered that raises are usually given on the anniversary of the person started working here and then the raises are given- PR reiterated that their salaries are very low and might leave before they get raises.

BG wanted to qualify when the audience can ask questions- PK said that the condo owners can ask questions or comments before the board votes on an issue. But only on agenda issues on that particular meeting.

Some discussion about The Sunshine Law about what the owners could discuss…did not hear also about a quorum which I also did not hear.

Frank said we used to have an open forum at the beginning of the meeting where owners could talk about different subjects. ( I think we should be able to speak before the meeting and during the meeting. This is our building!)

The Manager’s Report

The paving will start May 1 and the office has started calling people that do not stay here during the summer what their plans are for their cars.

The Cooling Tower:

Frank wanted to buy the tower which takes about 7 to 8 weeks to be delivered. We would purchase it ourselves at the cost of $83,000.00 and then bid out the companies that were going to install it. It seems that the architects /engineers/ contractors do not supervise the work. The installation should be about $120,000.00. He wanted to start this project this March but the board voted to start it next January 2018. The money will come from the loan that we took out. The majority of the board was not comfortable with buying the cooling tower and voted not to do it. Motion defeated. BG was the only vote opposing the board.

There is some new code that the fire dept wants to implement and have approached a list of 13 WPB condos. But what they are demanding would be incredibly expensive for old buildings to do so there is a lobbyist being hired to fight this in Tallahassee and the board voted to join the group and pay Poliakoff law firm up to $5000 to fight this new code. We were contacted by the Rapallo about this issue who saw our name on the list. The office said they never received the first notice. I think the lobbyist mentioned was named Donna Berger.

The window and door change:

Frank said that he received 20 inquiries that they would like to change their windows. ( See other post on the windows)

Our new Rule Documents will be ready soon for the condo owners to look at and read. They will have to sign an affidavit when they get the documents and if they are not in residence they will send the paper work by certified mail. There will be a meeting on Feb 13th with the building’s attorneys to answer any questions about the new rules.

Dock Key- new one is available at the office for anyone that wants one.

Manager’s Meeting – Portofino South Jan 11, 2017

7PM meeting attended by Frank Legalante and residents/owners.

-Window/Door Replacement
Manager sought quotes for owners wishing to replace all their outdoor unit glass with “hurricane glass” i.e. impact-resistant glass. Quotes were obtained and passed out during the meeting for four companies, who were promised at least 15 owners would buy. Manager recommended All American Windows, which had prices ranging from $8-17K for complete unit glass replacement. This contractor participates in PACE financing, which allows principal and interest to be paid through the property tax bill. Current owners who have replaced the original glass (1971) said they had seen benefits including less A/C usage and less ambient noise getting in to the apartment. A quote was also obtained for new shutter installation ($2.5-5K per unit), but glass replacement was recommended by manager.

-Cooling Tower Replacement
Replacement is scheduled to take between 2-3 weeks and will commence in March. No units will have A/C during this time. Bids for this project are not yet in.

-Parking Lot Replacement
Replacement is scheduled to take 4 months and will commence in May. Bids for this project are not yet in.

-Possibly, the two above replacement projects will be financed through loans the association already has.
